Seebee's 40th Construction Battalion

The Seebee's 40th Construction Battalion is staffed with a complement of officers who were active engineers in civilian life. Seated (center) is Lt. Commander Ivan S. Rassmussen from Philadelphia, Pennsylvania, who is laying out the general plan for the proposed airstrip on Los Negros, Admiralty Is-lands. The others are, left to right: Lt. (jg) Carl Werner from Sacramento, California; Lt. G.W. Birch from Denver, Colo-rado, engineering officer; Lt. (jg) L.J. Bourgois of New Orleans, Louisiana, manager of the strip; Lt. H.
