Capt. John V. Keck, Ordnance Officer at the Chelveston Air Base, designed and constructed an inexpensive bomb, using M76, 500 lb. cluster bomb casing to facilitate and improve the accuracy of Propaganda Leaflet bombing. Shown here are two Ordnance men loading empty propaganda bombs with leaflets. This bomb is later wired and taken out to the plane.
